It it came time for a player on any team to be auctioned off for whatever reason(s) we've seen in the past, what would happen if the player that was supposed to be auctioned off had a NTC or NMC. This player has earned the right (and negotiated it) with their contract. Would the league take the "next best" player instead?

NTCs and NMCs are clauses saying the TEAM can move the player. Since it's the league that doing the moving, these players are subject to being auctioned offer, just like a player with out a NTC or a NMC

What's to stop a GM having a player that has a contract that is a "burdon" to the team (and a NTC), from intentionally causing the player to be auctioned off by breaking certain rules?

I'm sure Ed is keeping tabs on this stuff. There would prolly be other penalties fro this. Personally if I found a GM intentionally breaking the rules in my league I would prolly fire them.

Also, 9 time out of 10 a GM would want his highest rated player to waive a NTC or NMC because he wants assets in return. Cash isn't really an incentive for a GM to "get rid" of a NTC or NMC
